Graphic Design Service


The Chamber of Commerce, Industry and Agriculture of Saida and South Lebanon, Lebanese partner of the ReSt@rts Project is looking for a graphic designer/ graphic design agency to provide graphic design services for ReSt@rts, a project funded by the European Union under the ENI CBC Med Programme.


The graphic designer/graphic design agency will design the project’s communication and promotional material including brochures; posters; fabric shoppers; online newsletter; booklet; and videos.

All the produced content must clearly display the logos of the EU, ENI CBC MED Programme and the project, along with short text, clear and simple sentences; and proper graphic composition of the text.

1. General Information:

Subject of the contract: Provision of Technical services as indicated in the TOR

Deadline for submission of the tenders: The tender shall be submitted no later than 26 February 2022 at 16:00 EET.

Address and means for submission of the tenders: The tenderers shall submit their tenders using the sample submission form available in Part 2 of this tender dossier. The tender shall be submitted in 1 (one) original. In case of e-mail submission, the tenderer may provide a scanned original.

If delivery by post or courier, the tenders shall be submitted in two separate envelopes:

  • envelope one for the tenderer’s information, the tenderer’s statement and the technical offer and
  • envelope two for the financial information.

An envelope including both envelopes will contain the following information at the external part:

Name and address of the contracting authority

Title of the tender

Reference number

Name and address of the tenderer














If delivery by e-mail, the message shall clearly indicate:

The tender submission form and any supporting documentation shall be provided as attachments to the e-mail.


2. Technical Information:


The tenderers are required to provide services as per TOR. In the technical offer, the tenderers will indicate more details on the deliverables and the required time frame. 


3. Financial Information


The maximum available value of the contract is 12000 EUR or its equivalent in national currency - 6,000 EUR for graphic design services and 6,000 EUR for video production.


4. The selection criteria:


The award criterion is the best value for money, weighing 80% technical quality and 20% price.

Post Title:  Graphic Design Service Provider

Project Name: Reinforcing Med Microfinance Network System for Start-ups (ReSt@rts)

Duty station: Chamber of Commerce, Industry and Agriculture in Sidon and South Lebanon

Duration and Assignment: Around 17 months, starting from March 2022 till September 2023 with the possibility of extension.



As a partner in the ReSt@rts project, the Chamber of Commerce, Industry and Agriculture in Sidon and South Lebanon (CCIAS) is implementing the project activities in Lebanon. ReSt@rts - Med Microfinance Network System for Start-ups – the project is funded with € 1,106,559.76 by the European Union’s ENI CBC Med Programme and implemented between 20/09/2021 and 19/09/2023 in Italy, Greece, Cyprus, Tunisia, Palestine and Lebanon by a partnership of 8 organizations.

ReSt@rts addresses young people with the aim to increase employment opportunities and improve the living conditions of the vulnerable population. The objective of the intervention is to create continuity for the previous project MEDSt@rts with an approach to foster ethical and solidarity finance and public-private collaboration, it is intended to bring support to entrepreneurs generally not bankable through the instruments of microfinance, with the structuring of a Marketplace platform and technical assistance service.










Scope of work:


The service provider will assist the project partners in performing communication

and dissemination activities within the framework of the project. The main objective will be to share information and results towards external stakeholders, such as the European Commission, Member States and the general public, through the development of a project graphical identity and public website, the drafting and design of written material, and a social media presence. All dissemination materials should comply with graphic requirements and exhibit the EU flag, project logo and partner logos.



Requested services/works are detailed below:

  • Provide graphic design services for print-ready, and web-optimized PDF files of finished publications and open application files on request.
  • Provide layout processing of text and images
  • Design work for ReSt@rts communication material that includes templates for brochures, posters, online newsletters, social media posts, leaflets, roll-ups, videos, and booklet.
  • Design work for advertising material that includes fabric shoppers.
  • Provide a high-quality hard copy or high-resolution PDF visuals/dummies of printed matter for approval.
  • Produce a minimum of 3 videos (video-shooting and editing) with the below specifications:
  • A 3-minute video produced at the end of the project to showcase the project’s life cycle, achievements, and results, through human stories and interviews.
  • 2 event videos, recorded, produced or edited after two policy awareness events, summarizing the main objectives and activities during the special thematic sessions managed by experts and professionals.
  • All of the design work shall follow the ENI CBC Mediterranean Sea Basin Programme visibility rules, guidelines and logo requirements (referred to in annex 1- communication and visibility manual).
  • The design material uses languages other than English. Ensure the ability to use typefaces (including any special characters) for alphabets used by languages including Arabic and French.    



Qualification, Knowledge and Experience

  1. Necessary human resources to perform the contract in line with best professional practice;
  2. graphic designer, with at least 3 years professional experience;
  3. Professional experience in carrying out service assignments similar to those specified in the TOR; including video production and editing
  4. At least 2 years of experience with international organizations and internationally funded projects is a plus.
